On the Beach the glass question is usually about the frame it sits in and whether the opening is protected, rather than about the pane.
Miami Beach sits in a High Velocity Hurricane Zone, so openings in a building envelope generally have to be protected against windborne debris, either by impact-rated glazing or by a tested shutter system. That makes the exterior envelope a regulated system rather than a maintenance item.
Salt does the rest. Frames, fixings and glazing hardware corrode faster here than anywhere else we work, and a corroded frame is frequently the real reason a pane keeps failing.

In practice
The boundary decides who does the work and it is worth being clear about. Replacing a broken pane like for like in an existing frame is maintenance, performed by our own W-2 employees, with no permit and no contractor licence required.
Replacing the system is construction. New frames, changed opening sizes or new anchors into the structure need a permit and, in the envelope here, a product approval submittal with a design pressure calculation for that position on that building. That is licensed contractor work, coordinated by us.
The honest test is whether the frame and the anchors are being touched. If they are, assume permitted work until confirmed otherwise, and build the programme around the submittal and review period rather than around the glass lead time alone.
