On a distribution building the lamp is the cheap part. Getting to it is the job, and paying for that access once instead of forty times is the whole argument.
A Doral warehouse carries dozens of high-bay fixtures at height, a yard full of pole lighting, and exit and emergency fittings across the floor. Every one of them needs access equipment, and access equipment is most of the cost of attending.
Handling that one failure at a time is the expensive way to run a site. A scheduled sweep across the whole area catches the outages, the fittings about to fail and the diffusers nobody has cleaned since installation, and it pays for the lift once.

A warehouse fitting that has never been cleaned can lose a large fraction of its output to dust on the lens. Cleaning during a relamp sweep costs almost nothing extra and frequently makes more difference than the new lamps do.
Relamping, cleaning, diffusers and mounting are ours and need no Florida contractor licence. Anything touching wiring, a ballast or a driver, including most LED retrofit work, is electrical work at any job size and a licensed electrician carries it out.
Testing a fitting and recording whether it operated is an observation we carry out. Where the test fails, the repair almost always involves the fitting, its wiring or its battery circuit, which is licensed work, so both halves belong in the same plan.
In practice
Retrofit covers four different jobs and only one of them is maintenance. A direct-fit lamp working with the existing ballast is genuinely a relamp. A ballast-bypass lamp, a retrofit kit and a full fixture replacement all require connections to be made or broken, so all three are licensed electrical work.
When a supplier calls a retrofit straightforward, the useful question is which of those four they mean, because three of them need a licensed contractor and the quote should say so. We survey, say plainly which half each part falls in, and price them separately.
The efficient arrangement on a large Doral site is to run the maintenance sweep on its own schedule, since it needs no licensed contractor, and package genuine fixture replacement as a defined electrical project rather than a series of emergencies.
