An industrial site issues access to more people than anyone is tracking, and the gate is the whole security model.
Warehouse access is spread out. Where an office has one door that matters, a distribution site has a vehicle gate, a pedestrian gate, a dock line, a yard full of padlocks and an office block, and each was secured by a different person at a different time.
Add shift staff, drivers, cleaners, agency labour and contractors, and the result is a site where a departure is either an unknown or an argument for rekeying everything.

A yard with a dozen padlocks bought at different times has a dozen keys and one supervisor carrying all of them. Bringing them onto a single system is usually the cheapest security improvement available here.
Where labour rotates, a mechanical key issued and not returned is permanent. Keypads on gates, stores and staff entrances remove that entirely, because changing a code takes two minutes and costs nothing.
